SOLVED Installing ConfigMgr Client with GPO

hi guys,
I have a lab and installing ConfigMgr Client with GPO , everythings are ok . but in Live Environment , ccmsetup folder (on c:\windows\ccmsetup) create but it is not complete and there are 3 file (log,cache, ccmsetup)
what is the problem?

i forgot to mention admin shares is disable . Is it because this is؟

In that case where have you shared ccmsetup.msi file ?.

i check ccmsetup log and i found the error >>>> This operating system does not contain the correct version of BITS. BITS 2.5 or later is required. ccmsetup failed with error code 0x80070422"
client operating system is windows 8.1
how to resolve this problem

bites service was diasble , and i installed configmgr client manually , it worked
