PENDING in place upgrade stuck Waiting for Windows Upgrade Setup

Hi,

i am applying inplace upgrade the windows 10 1909 via sccm. i have successfully completed in about 20 test machine. but 2 machines are stuck at the line in smsts.log .

Could not open Windows Upgrade Setup progress registry key 'HKLM\SYSTEM\Setup\MoSetup\Volatile'. Error = 0x80070002. Progress UI will not be updated​

"Waiting for Windows Upgrade Setup process to return ..."​

then there is no progress at all. can anyone tell me which other log should i monitor.

same machine with new TS for OS 2004 stuck at same place. is there anyone for my rescue?
