NEW In-Place upgrade from Win7 failing for certain models

We're using SCCM to perform in-place upgrades. Some older laptops (Lenovo) do not upgrade correctly. Win10 is applied successfully but the task sequence does not continue. It just ends and brings up the logon screen.

If I run the Windows Setup diagnostic tool, it says that the upgrade was a success. The setuperr.log gives:

Apply (oobe boot apply, offline phase): Migration phase failed. Result: 4[gle=0x00000002]
Operation failed: Offline portion of first and oobe boot apply operations. Error: 0x8007001F[gle=0x000000b7]

My testing is being done on devices that have been freshly imaged, fully patched, and with the latest firmware and drivers. I have made sure the latest Win10 drivers are being applied, removed anti-virus software, clean booted, and removed all external devices.

Anyone else seen this problem or have advice?
