PENDING How to deploy Visio Plan 2 via Intune

I have tried using the Microsoft 365 Apps category under Apps > selected "Configuration designer" > unselected all the usual apps like word, excel, outlook etc. but selected Visio Online Plan 2 > and rest of the selected settings are shown in the screenshot. It runs for ages showing "Downloading" but eventually fails. The IntuneManagementExtension.log shows nothing at all.
Not sure what's missing. Any guidance and help is greatly appreciated.
