PENDING Got error "You do not have permission to modify folder. Application has been copied to root" copying, now unable to deploy/delete any application.

I was copying an application to create a newer version deployment and received error "You do not have permission to modify folder. Application has been copied to root". I clicked out of it but now I'm unable to deploy or delete any applications. I'm also unable to edit any Application Properties. Most Recent Windows update installed was January 18th. SQL Database is local.

Update: All Console Manager accounts are unable to edit anything in the console but have access to the database in SQL Mgmt. Studio.

How long have you waited? Did you reboot the server? What do the log say?

I was able to deploy an application Saturday afternoon and I've rebooted the server multiple times yesterday. I've looked through the logs that were modified between Saturday and Monday but could not find any errors or changes but I'm not exactly sure what to look for. I've asked the rest of the IT staff with admin permissions to test under their account, also with the same behavior. Thank you.
