PENDING Failed to connect windows group policy error

Hello I am using Hp pavilion series laptop with Windows 10 Pro a small notification on task bar appears that "Failed to connect to a windows service", I do not have any knowledge about what is this and why this appears. Please help why this is happening and how to fix it?

Open Command Prompt and type netsh winsock reset command and then restart your PC.
