I am facing same issue. Console Updates are in downloading state, however, I can see in Easypayload folder my Package GUID has downloaded content about 800 MB its not moving forward. Console shows downloading status. Attaching error screenshot of ConfigMgrSetup.log & Dmpdownloader.log also few more screenshots for better understanding.

Why do I see 1910 and 1906 both in downloading state ?. looking at the error in I suspect this could be due to proxy and authentication while downloading of files. Can you check the settings and also the proxy ? If required, involve your network team who can guide you.
