PENDING Error installing SCCM (1910) Agent on Windows 10 (metered connection)

I'm having this error when I'm trying to push agent on Windows 10..
The workstation is connected to a LAN

No, I did no enabled anything.. and this error appear only in a few Windows10, in much others the agent was installed OK.

i can see one - Client deployment cannot be fulfilled since use of metered network is not allowed .
Check in one machine . metered network should be disabled . then only machine will connect to MP

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DusmSvc\Profiles\

I check that, also set this in GPO but sill failling

• Computer Configuration/Policies/Administrative Templates/Network/WLAN Service/WLANMedia Cost
  Set Cost: Enabled, Unrestricted
• Computer Configuration/Policies/Administrative Templates/Network/WWAN Service/WWAN Media Cost
  Set 3G Cost: Enabled, Unrestricted
• Computer Configuration/Policies/Administrative Templates/Network/WWAN Service/WWAN Media Cost
  Set 4G Cost: Enabled, Unrestricted

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DusmSvc\Profiles\

I set this profile in "0" and try restarting "Data Usage" service, but error continue...

I check this and is set Off just like the image...

May be client connected with mobile hotspot 4G network or low bandwidth which may cause problem to make connection with MP

I got several PC on LAN which has this enabled
