SOLVED deploying DP in an untrusted domain

I'm trying to deploy a DP (1802) in an untrusted domain and initially got the 0x800706BA error but solved it by following https://prajwaldesai.com/error-0x800706ba-failed-to-install-distribution-point/

Now I get
The distribution point is not installed or upgraded yet.
DP thread with ID 8844 failed to process DP action
Failed to process package xx100002 after 2 retries, will retry 98 more times

any ideas what the issue could be?
