PENDING ConfigMgr 1702 software updates broken

Hi if anyone can help with this it would be very much appreciated. I have a primary sccm server that holds sccm database and wsus database. Role include, SUP, MP, DP, EPP and failback status point. All of a sudden my software updates are failing to deploy to all test clients. on the clients the logs show:

ALL ADR'S HAVE BEEN deplfined and deployemt to the correct device collections. I have removed the SUP role along with WSUS and the database with no luck. I am at my wits ends and can't think what it might be. PLEASE HELP!!! I know for a fact that updates are available and should deploy as this is a newly imaged client with no current security patches
