NEW computer not getting 21H2 update

This computer is running on 21H1 build 19043.928

I tried deploying the 21H2 enablement 2021-11 feature update to it, it won't get the update.

Anyone have an idea?

The target machine need the prerequisite 2021-10 Cumulative Update for Windows 10 Version 21H2 (KB5006670) to be able to install the enablement feature update.
