PENDING CM Agent Won't Install - BITS Issue?

Hello,
I have a Windows 10 PC that won't install the config manager agent. One of the errors implies the version of BITS is the cause of the error. Anyone have any ideas what would cause this?
Any help is appreciated.

I tried the install with /BITPriority:LOW , same result. Log below.
BITS is running.
If you have any other ideas, please let me know.
