NEW CM 2002 Hotfix (KB4553501) stuck in state "waiting".

I am attempting to install the Hotfix (KB4553501) for CM 2002.
It seems to be stuck in status "waiting"

CMUpdate.log shows:
Waiting for changes to the "C:\Program Files\Microsoft Configuration Manager\inboxes\cmupdate.box" directories, updates will be polled in 600 seconds... CONFIGURATION_MANAGER_UPDATE

When i use the CMUpdateReset tool with the -FDELETE flag i get this error:
[Error]
0x80131500 - Package is in post-replication state. CMUpdateReset.exe cannot reset the update. Please call CSS to resolve the issue.

I have tried restarting SMS_EXECUTIVE, SMS_SITE_COMPONENT_MANAGER, and CONFIGURATION_MANAGER_UPDATE services but it didn't change anything.

what should I try next ?

have you ran prerequisite check ? do you have any AV installed ?

The update seems to have completed over the weekend.
Could it have been waiting for a maintenance window ?
