SOLVED clients not talking to server?

Tried google, but unsure what to even look for, about a month ago all of devices clients dissapppeared and we couldn't get the client application to speak to the server at all, we upgraded our SCCM server to 2019 and also installed MEM_endpoint_manager 2002 in a hope a fresh new install would fix but it hasn't ?

MEM has found all 812 devices on our domain but not a single one has a 'green' client icon and the 'client' field states 'no'

I initially set automatic client push and i hve tried manually pushing a client but neither has worked.

I seem to remember reading a brief note about tls.2.1 or something creating an orphaned server before we did a clean install but thought the clean install would rectify this, does anyone have more info or is there something else i can look at, i know there is a minefield of log files and happy to share but which ones ?

*additional info that may help:
just seen that the default site in IIS manager is not running, when i click start i get the error "The process cannot access the file because its being used by another process 'exception from HRESULT:0x80070020'

another error is SMS_STATE_MIGRATION_POINT installation failed.

this is also linked to IIS

This requires lot of investigation and based on your description, I cannot guess anything. Have you contacted Microsoft support for this issue ?.
 
Sorry for the 'lack' of detail, and no i have not spoken to Microsoft support, (didnt even know i could ?) Using Monitoring > site status> i can see that State Migration Point and Management Point both show critical errors and they're the same ID's for both roles, Not sure if this may shed a little light on things or Jog a memory ?

4960 - most helpful error message but World Wide Publishing service is started on the server in IIS.

4951 is mentioned in one of your posts: https://www.prajwaldesai.com/fatal-msi-error-bgbisapi-msi-could-not-be-installed/ but we are installing on C:\ not in an alternate location although i tried the file amendment out of pure frustration !

running the cmd line code LODCTR /R has not thrown up a new error (feels like things are moving along)

what can be wrong with the configuration manager generated certificate ? can i generate a new one ? certificates seem to link to IIS which is where the default website is still not running. feels like i'm getting close
 
reissued all the certificates for the site and then managed to get the default site working (more by luck that judgement) it had multiple bindings one for port 80 and one for 443 but 443 is in use by RDP and that's how we're connecting to our server remotely ! removed the binding for 443 and we're starting to get clients reporting as being online in device manager. Hope this helps someone else.
