PENDING Client Versions not updating SCCM 2010

Hello we have updated our Endpoint Configuration Manager to latest CB version 2010 with the Hotfix. The site version is 5.0.9040.1000 and the client version is 5.0.9040.15. This update was done over two weeks ago. Have notice that the systems with older clients have not updated to the new client version. If a new system gets imaged and joined to the domain the new client gets installed so the new client is available. Can someone let me know why the older version are not getting updated.

FYI: I just was handed this roll and trying to figure this all out.

What have you done to upgrade the client agents ?. Have enabled auto client upgrade ?.
Yes i have enabled the client updated.
Just FYI i run the command on the client \\server\SMS_OGC|CLient|ccmsetup.exe /MP:server smssitecode=OGC and it runs and creates the ccmsetup folder. I checkedthe ccmsetup.log and at the end of the log it shows this.

MSI: Error reading from file: C:\WINDOWS\Installer\MSI95D5.tmp. Verify that the file exists and that you can access it.

File C:\WINDOWS\ccmsetup\{1990B09E-077D-46F9-B575-2AB675E44670}\client.msi installation failed. Error text: ExitCode: 1603

While it is trying to install the ccmsetup i was looking at the c:\windows\installer folder and i could see the file and then it disappeared and this is where i am stuck.

I even went as far as to remove this system from the domain and remove all the ccm related items using a PS to clean this up and then re-join it the domain and same problems.
