PENDING Client showing compliant with out installing Update

Hello,

I have built new Server 2019 VM, installed Config manager agent and have deployed this month's security update (KB5028168).
The deployment comes up as compliant but it definitely did not install the update. Checking the required list for the udpate and my new server is not showing there.
I have ran all the sync Actions on the Client multiple times.
Is there some prereq update i need to install before i can get the security updates ?
Checking the logs wuahandler, updatesstore,updateshandler,updatesdeployment and they are not showing any errors. It's as if the agent is not being seen as a server 2019 by MECM, anybody experienced this ?

Reading log is more than just looking for errors. You need to confirm that the server is connected to the right site, is it scanning for SU, what are the results of that scan process, etc. For example if the server scans but find no SU are missing. There will be no error messages shown.
