PENDING Client SCCM Installation Error in ConfigMgr 1906

After upgrading from SCCM to version 1902 and later 1906, I cannot install the SCCM client in any way (push, auto, etc ...)
When I try to install Client SCCM an error always occurs at the same point.
The Client downloads the package (installation files) and after that starts the Bits service, at this time the installation hangs and does not finish as it is trying to make a second download.
With the help of the Microsoft Network Monitor tool I was able to identify that in this attempt to make this second download, the client tries to access the internet to download the files and cannot.

There was a switch to a Palo Alto firewall. Subnets have been migrated to this firewall. From this change, clients have stopped updating.
All ports were released on the firewall.

Select Windows Firewall and port settings for clients in Configuration Manager.

Do you have any Antivirus in the client? Windows Firewall in the client is it enabled?
What about the health of your SCCM components? MP, DP... ? Check it in the Monitoring node, System Status, Components Status.
