PENDING Cannot upgrade secondary SCCM site.Setup is failing

We are upgrading our sccm servers from 1902 to 2002,Primary server is upgraded sucessfully but the secondary server fails.following is the error code
[Failed]:Secondary site server bootstrap installation service timed out - check ConfigMgrSetup.log and SMS_BOOTSTRAP.log in the root of the secondary site server system drive
[Failed]:Unable to initiate setup with secondary site server bootstrap installation service - check ConfigMgrSetup.log in the root of the secondary site server system drive
[Failed]:ConfigMgr Setup - Failed to Upgrade site.
CSiteSettings::ReadActualSCFFromDatabase: Failed to read item from table(vSMS_SC_GlobalPropertyList)

ERROR: Failed to retrieve verifiable site control data
<11-02-2020 10:25:33> Failed to create process of SetupWpf.exe. return value 1
Setup cannot find a valid site control image in the database or in the site control file.

Can you upload the ConfigMgrSetup.log.
