PENDING cannot install remote assistance Windows Server 2016

I have been trying to install remote assistance for some time now and for some reason I am unable to. I try to install via add roles and features in Server 2016 but I cannot find the role/feature on the list. I have the latest updates from Windows and my WSUS is up to date as well. Plz help.

on the target laptop: It opens the remote assistance tool that comes with Windows 10. I can only send an invitation for help. I cannot give assistance via SCCM 2016.
