PENDING Can you perform an inplace upgrade

Current Windows Server is 2008 R2
Current SCCM version is 1610
Current SQL Server version is 2008

Can we perform an inplace upgrade of the OS to 2019, then SQL to 2012 or higher and then do an upgrade of SCCM to 1710 and do one step by step upgrade?

I've had upgrades in mind lately too. Currently, we're running SCCM 2107 on Windows Server 2012 R2 as our management point and SQL Server 2012 on our database server. Hopefully someone can provide the advice we are seeking.
