PENDING Bitlocker Compliance Reporting - Bitlocker not enabled when logging is as imaging users

We are trying to run reports for Senior Staff and we have machines in the office that are newly built b the build team and have only had one of the build admins log into Windows and it seems the machine will show its completed bitlocker encryption after a while but won't report into SCCM that way so it comes up as not encrypted/compliant in reporting. Once a regular user logs into it then it seems fine in reporting as complaint. Any ideas at to why?

Has hardware inventory run on the computer yet and submitted to ConfigMgr?
