I'm running Configuration Manager 2203 (5.2203.1063.2400)
- successfully patching servers on our internal network

Need now to expand in to Azure and grab the servers there. I was ready to install 'Cloud Distribution Point' after reading up on it.
After reading the following...
It appears this is no longer available.

Looking at 'Cloud Management Gateway'.
Issue is that I don't have access to CA; therefore unable to create a PKI

Looking for suggestions on alternative solution...

So, you want to put some ConfigMgr infrastructure in Azure? That's fine. Where are the systems that you're interested in patching?

On-prem, I have my SCCM environment...single server w/ Site Server, Management Point, Distribution Point, etc. Currently use it to patch 170'ish on-prem servers.

I am needing to start managing patching the 15'ish servers we have in our Azure environment.

Are the 15-ish servers in Azure on the same network?
You could just build a new server in Azure (IaaS) as a DP (and maybe MP) and treat the Azure servers as if they were just in a remote site. Since any content that would be pulled by the managed servers doesn't leave Azure, you may not be subject to egress charges (please confirm).

If you're just patching them, I'd configure an ADR to gather the updates, but not build a deployment package and download the specified updates directly from Microsoft Updates. You may not even need a DP there.
