PENDING Application Wizard SMS Provider Error

I'm trying to create an application and it has the error below:

Is this error on the site server or a client computer with console installed? I haven't seen this before, but I think the issue is with .net framework components.

The problem occurs on the site server.
In Sql Server Configuration Manager > SQL Server Services > I changed the user to LocalSystem, performed the Restart and the problem was solved.

What privilege should I have so that I can change the user to domain user again? would be permission in SQL, Domain or Local Machine?
