SOLVED All Systems not available on local console

We are running SCCM 1906 and have noticed that if we run the SCCM console from the server, All Systems is available to use as a limiting collection. If we run the console locally on a workstation All Systems is not available. Collections that have been created on the server using All Systems as a limiting collection show up on the local console with zero items, but the server console shows the correct amount. This is happening on all of the local consoles.

Any suggestions on why the local consoles are not showing or giving us access to All Systems?

Resolved the issue, turned out to be a rights issue.
