PENDING AD Server sync issues

Getting the error message below when trying to:

PS C:\Windows\system32> repadmin /syncall
CALLBACK MESSAGE: Error contacting server aca63eb4-1be5-45f0-8a53-49e26df62573._msdcs.AAAAA.com (network error): -214689302

The target principal name is incorrect.

Note: AAAAA is domain name marked
 
I see it's a network error. In addition, can you confirm if the administrator who manually initiated the replication does not have permission to do so?
 
Thanks, Prajwal. We are able to telnet to all ports from one DC to another DC. I am a domain admin and am using the same command. We are also unable to open the DNS directory on the server side.
