NEW 2023-10 CU for 21H2 for x64-based Systems (KB5031364) stuck in "Waiting to Install" for few days

2023-10 Cumulative Update 21H2 for x64-based Systems (KB5031364)

After manually copying and pasting the KB, it was installed successfully.

I am trying find out what went wrong and went to few logs starting with running Client Notification > Download Computer Policy
PolicyAgent.log
on the asset:

Requesting Machine policy assignments from authority 'SMS:XXXXXX' PolicyAgent_RequestAssignments 10/30/2023 3700 (0x0E74)

UpdatesDeployment.log - the only error i see is:
GetUpdateInfo - failed to get targeted update, error = 0x87d00215.

CAS.log - Do the client already have the KB?
Saved Content ID Mapping 57d30086-30b4-4f78-8df1-0a190f7f7a87.1, C:\Windows\ccmcache\f
C:\Windows\ccmcache\f - confirmed the file is there as a cab. file

AppEnforce.log - c
annot find 57d30086-30b4-4f78-8df1-0a190f7f7a87.1

AppIntentEval.log - cannot find 57d30086-30b4-4f78-8df1-0a190f7f7a87.1

Disk space is good.

So it seems the asset downloaded the CAB file, but it did not install it.
Any ideas?
