PENDING 1611 to 1703 - Software Center not showing download progress

We are testing the update from 1611 to 1703 and are noticing that when users are in software center the download percentage seams to stay stuck at 0%

Eventually it will complete and begin the OS update task sequence.

Is there anything that might be missing that would cause Software center to never update the download percentage?
It's not a terrible issue, just something we would like to figure out.

Once you initiate the download in SC, can you test by pressing F5 / refresh and let us know if progress is seen ?.
