SOLVED Software Center status showing as waiting to begin install

Content exists in DP and client machine is in correct Boundary associated to that DP. Content actually downloaded to the client machine however they are not beginning to install for hours. No Maintenance windows in the environment for Workstations so ruled that out

We recently refreshed that DP with 2019 server, after that seems like this issue is coming for all the machines that are getting the content from the new 2019 DP.
Anyway I can rectify this issue?

Just wanted to give you guys an update on this, unfortunately MSFT tech support was not much helpful either.

After running this script I got to know there are mismatches between in DP WMI and PkgLib so I deleted those entries and updated the content ID for apps(Right Click and update content) that are failing(OMG too many of them infact). With that apps got registered with new Content ID in the Distribution points and they started to work again.

What exactly do you have for Boundaries (IP Ranges only I hope)? What exactly do the log say is happening?
 
We have AD Site based Boundary Groups. Machine is in correct Boundary and I am seeing this issue only on clients connected to one single DP. I am thinking this is something related to IIS but not sure how to validate IIS is functioning as expected. Any help is appreciated

the DataTransferService.log says this
Successfully queued event on HTTP/HTTPS failure for server "DP name"
Error sending DAV request. HTTP code 404, status 'Not Found'
Error retrieving manifest (0x800705b4).
 
If you us anything BUT IP Ranges you are begging for trouble! ONLY IP Ranges will be 100% all the time anything else, it is a guess.
