SOLVED Migrate CM db to new SQL Server - Hit a brick wall

Backstory

Got a new 2019 SQL cluster.
WSUS DB happily on there
Now to move CM database from old to new.
Done the backup and restore method for the CM database
Last step - Config manager wizard
-Site maintenance
-Modify SQL configuration
- Type sql server name (cluster name)
- Instance (instance name)
- Accepts it
- ALL firewalls are off and any,any rules temporarily in place

Its happy. Goes through, 20 minutes later fails on. Failed to create certificate remotely
SCCM Machine has local admin rights on the sql cluster (checked both servers)
Machine has sysadmin rights on management studio.

I have tried every single thing on google, im at a brick wall now
 
if you are reading this. You need a sql enterprise licence and need to set up sccm using AAG
