SOLVED GetUpdateInfo - failed to get targeted update, error = 0x87d00215 in 2 of 7 locations

We're seeing some odd behavior in our CM update deployment.
We have a datacenter and 6 offices.
The servers in the datacenter and one office are receiving updates as expected.

The other 5 offices all have the same error in the UpdatesDeployment.log:
GetUpdateInfo - failed to get targeted update, error = 0x87d00215. UpdatesDeploymentAgent 2/18/2023 8:49:34 AM 8636 (0x21BC)
Assignment({8F2F6B37-BC7B-4D98-9F84-35A2C50E15DD}) already in progress state (AssignmentStateDetecting). No need to evaluate UpdatesDeploymentAgent 2/18/2023 8:49:34 AM 8636 (0x21BC)

One thing I'll note is that the wsus certificate had expired, but we renewed it and the updates are working fine in 2 of 7 locations

the other odd thing is that the WUAHandler.log stopped reporting the day the certificate expired (the old certificate expired 2/5/2023).

It seems to have been the 2022-12 .NET update... We removed that and then the 5 remote offices began to function properly again.

The solution was similar to the one described here:
