SOLVED Failed to Connect to SCOM server

I have checked the System Center Data Access service and it is running but still I am having issue.
there is one more service which is not running, and I tried that but keep giving me an error.
Services.msc ERROR
Windows could not start the SQL Server(RESCOM) on local computer.

SO I found the solution
it turned out that SCOM 2012 only use TLS 1.0, and if you disable this, it can give you error like above.
we re-enabled it and all worked fine.
