NEW WSUS Approval for removal doesn't work

Hello,

I wanted to uninstall the Windows 10 patch using WSUS.

I checked that the patch is allowed to remove.
At least I tried to manually uninstall the patch from Windows 10 PC without issue.

When I approved a patch in WSUS for removal, there is no error on WSUS.

I tried to manual "check update" on Windows 10 PC in order to get the "removal task" from WSUS.
Unfortunately, nothing uninstalled even restarted the server.
I leave the PC alone for 1 day and there is still no luck.

I tried different solution as below already:
1. Use Troubleshooting function in Control Panel, there is no error found
2. Tried rename the SoftwareDistribution Folder and stop/start bits, wauaserv and crypsvc service

I checked the windows update log, there are some failed tasks:

Anyone have a idea to troubleshoot the issue ?
