SOLVED Windows 10 Upgrade via SCCM

Hello all,
i try to upgrade from windows 10 1607 to the latest one windows 10 1703 and it's worked well
but when i try to upgrade from win 10 1511 to win 10 1607 or 1703 it's failed usually due to this error

what does smsts.log say? is there any useful information in the log?

Open the program CMTrace and navigate to C:\Windows\CCM\Logs and open the log mentioned above.

I think it may be related to permission
But now when I make upgrade package and deploy it to test machine it's not appear any more
