PENDING Unable to reset cloud pc

We have a cloud pc assigned to a user and when the user restarts the cloud pc it doesn't. It simply gets stuck at restarting step. The problem is if the user uses Windows app to connect to the cloud pc, it doesn't end the session at all. What could be causing this issue. This issue is only for a specific cloud PC, other users are working normally.
This could be a typical issue with Windows 10/11 where the restart takes some time because there are pending updates waiting to be installed. If there is no error, it's difficult to troubleshoot.
