PENDING PXE boot stopped working - 80004005/80070490

Hello,
About a month ago PXE booting into OSD task sequences stopped working after a reboot of the SCCM server. Client hangs on "Start PXE over IPV4" for about 50 seconds before flashing "No valid offer received." SMSPXE.log shows this cycle 3x on every PXE attempt:

I have tried every suggestion I could find on this forum and others, including but not limited to:
- Disable and re-enable PXE (removing RemoteInstall folder in between)
- Enable PXE without WDS
- Regenerate certificates
- Redeploy boot images, verified boot images are deployed in PXE enabled DP
- Update ADK to 10.1.22621.1, regenerate boot images
- Ensured boot image is associated with task sequence
- Remove & redeploy task sequence
- Double checked boundaries & groups
- Tried all manner of DHCP reservations, switched to IP helpers, switched to same VLAN as SCCM server to no avail
- Remove and Reinstall DP and MP role & redistribute all content

I'm sure there were others, as it has been a very frustrating several weeks of troubleshooting, but I am out of ideas and apparently unable to open a Microsoft support request without a subscription that my organization does not have. Happy to provide any other logs that may provide more insight

is it a single site or remote site ?
try creating pxe boot media and run your pxe boot from USB see if it works. if it works then that could be a managment point or WDS problem if it doesnt then thats a network issue
 
We had the same codes appearing recently and I done almost all of what you had done above, particularly the certificates part of updating all our distribution point certs, but even after all that it didn't work until I found our IIS certs had been renewed but were using different ones to normal based on the template and there were blocked certs also showing in the admin section relating to the distribution points.

Might not be the issue but worth a look.

It is a single site. Thank you for the suggestion, on first attempt Media creation failed with error code -2147211919 and pointed me to the createtsmedia.log file which I have yet to locate but will keep digging.

When attempting to deploy with the task sequence media I get an error retrieving policy for this computer 80004005 - most articles regarding this error point me to smsts.log, but that log file hasn't updated since the 16th
 
Probably the TS hasn't started and that's why the smsts.log is not updated. Is the computers picking the PXE boot requests?

Correct, the task sequence fails to start - it hangs on Start PXE over IPV4 for a while, I see the attempts in SMSPXE.log, client then flashes PXE-E16: No valid offer received, and then about 3 minutes later SMSPXE.log updates with the following:
