PENDING In-Placed Upgrade Win11 by Software Center always stuck on 9% Installation Progress

Recently, I try to upgrade Win10 21H2 to Win11 22H2 by software center, it always stuck on Upgrade OS progress after downloading. I check the SMSTS.log. It only shows 0xc190010E , I search the error code and add the new EULA accept in the Task Sequence Variable , but it doesn‘t help.
Anyone can help me?

The installation process requires that the user accept the license agreement.

But I have add the EULA into task sequence before~ and it is strange that I try to use USB disk that burns the win11 iso directory upgrade win11, which can be updated it is not hardware issue~

not sure if it is relevant to your situation but i am using the "Servicing Plan" under "Windows Servicing" on SCCM. i just drop the computer that requires an upgrade to a collection and things gets going with no task sequence or any deployment.
