Are you only using up ranges fir boundaries? Is the package deploy to that dp?

It has been solved through Microsoft's original case, and Microsoft has confirmed that the problem is caused by 2403 system bug

o Through research, this case situation is consistent with a known problem with SCCM version 2403.
o Provides a solution to replace the locationmgr.dll file for the MP role in the current SCCM scenario
