PENDING ConfigMgr Task Sequence Waiting For Content

I have an odd one here.

There is a task sequence that is an application that installs Java and removes old versions, and a package that is a batch file copies a JAR file to the computer. When this task sequence is deployed to any secondary sites it is waiting for content perpetually.

If I deploy either the Package, or Application they will run just fine at the secondary sites. The task sequence will run at the primary site.
