PENDING Upgrade exchange server from 2010 to 2016 offline and migration

I have exchange server 2010 on windows server 2008(no internet access) I want to upgrade exchange server 2010 to EX 2016 offline without internet and also migrate mailbox and files from exchange server 2010 to 2016 offline any steps for that ??

I am not sure about this procedure. I would recommend contacting an exchange consultant for this.

Sorry to say, but it is not possbile. If you want to migrate from Exchange 2010 to Exchange 2016 then you need to use the Internet or any other third-party software as well. You can use SysTools Exchange to Exchange Migration Tool. If you want to move Exchange Online move mailbox to another user, then you can go with the Migrator Wizard Office 365 Migration Tool.
I had also move email hosting to Microsoft 365 for better experience.
